THE PURGATORIUM

Souls have always been recycled.

Very few beings have new souls.

Overpopulation has taken it's toll.

The natural order cannot keep up with the demand for new souls. 

Thus the old souls of powerful beings are more commonly found in the mix.

Ordinarily this wouldn't be a problem, but with so many powerful souls in existence at once the balance has begun to tip.

Something has triggered the deep recollection of the souls, and it's bleeding into the modern lives of their new inheritors.

The ones that end up with these souls are haunted by memories that are no their own, and they are beginning to manifest powers.

These inheritors, who monitor the effects of the souls on society and run damage control. 

They call their existence between the natural and supernatural a half life.
